CNMC Approves Detailed Specifications for Generation Access to Electricity Grids
The CNMC has issued a resolution establishing detailed specifications for determining generation access capacity to electricity transmission and distribution networks, aiming to facilitate connection of renewable energy installations and storage facilities.

The CNMC has finalized a process initiated in 2022 and 2023, introducing uniform criteria for calculating access capacity to the grid by all network operators. This move is expected to create new capacity in the grids for connecting new renewable installations, storage, and demand facilities.
The resolution builds upon Circular 1/2021 and replaces the previous resolution from May 2021, aiming to streamline and clarify access and connection conditions.
Under the Electricity Sector Law, the CNMC and the Government share responsibilities for regulating access and connection to electricity transmission and distribution networks, with the CNMC empowered to set methodologies and access conditions, including capacity evaluation criteria.
The resolution focuses on specific aspects of determining access capacity for electricity generation facilities, with separate detailed specifications for transmission and distribution networks. Notable changes include different treatments for storage facilities, introduction of Grid Forming technology concept, and enhancements in defining Synchronous Compensators.
A transitional period until December 2, 2024, has been established to allow network operators to adjust to the new detailed specifications and publish resulting capacity information at their operating substations.
