Latvian Authority Eliminates Restrictive Rules for Street Trading in Jurmala

The Latvian competition authority has successfully negotiated the removal of restrictive regulations on mobile trading trailers in Jurmala, enhancing competition in the local food service market.


The Latvian competition authority, known as Konkurences padome (KP), has evaluated new municipal regulations in Jurmala and concluded that previously imposed rules limiting mobile trading trailers have been successfully amended to promote fair competition.

In response to a complaint, KP reviewed the municipal regulations established in 2021, which prohibited food service operations from mobile trailers within 400 meters of any permanent food establishment, except when operated by the same business. This restriction was justified by the municipality as a means to protect established food businesses, particularly during the winter season when visitor numbers decline significantly.

However, KP argued that such limitations unjustly hinder new market entrants, restrict competition, and negatively impact consumer choice. Following discussions with the municipality, KP urged a revision of the existing regulations to ensure competitive neutrality.

As a result of these negotiations, the municipality drafted new regulations allowing food services from mobile trading points without distance restrictions outside the Jurmala Central area. Temporary trading without distance limits will still be permitted in the Central area during public events or with the landowner's consent.

The new regulations, effective from March 1, 2025, eliminate unjust competition restrictions. Public entities are prohibited from hindering or distorting competition, as outlined in the Competition Law since January 1, 2020. KP will continue to engage with public entities to ensure compliance with these legal requirements.
