These include permits based on consumption patterns, remote disconnection capabilities, and active management of flexible power. Additionally, the resolution addresses the treatment of storage facilities, allowing them to be considered under flexible access conditions.

Implementation of these permits will begin on September 1, 2026, with specific timelines for each permit type. The CNMC will oversee the effective use of these permits, requiring network managers to report annually on their application and publish maps of available flexible access capacity.
