The Spanish competition authority, CNMC, has approved a second extension of temporary operational procedure changes for the electrical system, initially modified on October 20, at the request of Red Eléctrica de España (REE). This extension is intended to enhance supply security and mitigate sharp voltage variations.
According to REE, the limited application period has successfully reduced recorded fluctuations without increasing costs for consumers or negatively impacting the wholesale market's functionality.
The resolution from October included a work plan to analyze the situation with market agents and REE to improve coordination. Meetings have been held to identify suitable short- and long-term alternatives for reducing voltage variations after the measures expire on January 20, 2026.
Additionally, there is a push to implement a new dynamic voltage control service, which will clarify the requirements and responses needed for this service, essential for stabilizing voltage levels.
