The Portuguese competition authority, known as AdC, has issued a recommendation to the government and ANA, the airport concessionaire, to create equitable access conditions for taxis and ride-hailing services (TVDE) at Lisbon, Porto, and Faro airports. This initiative is part of AdC's efforts to foster a competitive environment in the transport sector, ultimately benefiting consumers.
AdC's analysis revealed that TVDE services are treated similarly to private vehicles, which do not engage in economic activities. Consequently, TVDE operators face fees for picking up and dropping off passengers after a certain number of free accesses, a burden not shared by taxi operators. This discrepancy raises concerns about fairness and competition.
Moreover, TVDE services lack direct access to terminal doors, placing them at a competitive disadvantage compared to taxis. This situation negatively affects competition and service quality, leading to higher prices and reduced service levels for consumers traveling to and from airports.
To address these issues, AdC has proposed two key recommendations: First, the government should ensure that parking management at airports does not create discriminatory conditions for transport service providers. Second, ANA should revise the tariff and access conditions for TVDE services to ensure neutrality and minimize competitive distortions between taxis and ride-hailing services.
These recommendations are intended to guide airport operations across mainland Portugal, reinforcing AdC's commitment to promoting a fair and competitive transport market that benefits consumers.
