The Comisión Nacional de los Mercados y la Competencia (CNMC) has initiated a public consultation to review the wholesale market for the broadcasting of terrestrial television signals. This market is crucial for broadcasters to disseminate their digital channels and ensure universal access to television signals.
Projected revenues for this market are approximately 173 million euros in 2025, highlighting its strategic importance within the audiovisual value chain. The CNMC aims to ensure that alternative operators can access Cellnex's broadcasting infrastructure to foster competition.
Despite the rise of video-on-demand platforms, traditional terrestrial television (TDT) remains dominant, accounting for about 71% of linear television consumption. The CNMC's analysis indicates that specific regulation is still necessary due to significant barriers to entry, such as the need for extensive broadcasting infrastructure.
Cellnex is currently recognized as having significant market power, and the CNMC's review suggests that without regulation, effective competition is unlikely to develop in the near future. Cellnex has proposed commitments to replace certain regulatory obligations with more flexible mechanisms while maintaining access to its infrastructure.
Stakeholders have until September 30 to submit their comments on both the market review and Cellnex's proposed commitments. The CNMC will then decide whether to maintain regulatory obligations or accept the commitments, which would become binding.
