The Autorité de la concurrence has submitted a proposal to the French government regarding the establishment of new commissioners of justice for the period 2026-2031. This recommendation comes in light of significant structural changes within the profession, including a decline in the number of professionals and a shift towards dejudicialisation.

According to the Autorité, the profession has been facing challenges due to a ban on untrained professionals set to take effect on July 1, 2026, which could lead to further vacancies. Despite these challenges, the economic performance of the profession has shown improvement since 2021, with total turnover increasing slightly faster than inflation.

The proposed map includes the establishment of 41 new offices across 13 areas in France, reflecting a cautious approach to meet the projected demand for commissioners of justice. The Autorité emphasizes the need for a careful assessment of the new offices' development before further expansions are made.

Additionally, the Autorité has reiterated previous recommendations aimed at improving access to these offices, including aligning the terms of office for board members with the new map's validity period and ensuring timely establishment of new offices.
