On October 20, 2026, the Greek Competition Authority (ΕΑ) conducted surprise on-site inspections at businesses providing operation, repair, maintenance, and upgrading services for water supply, sewage, and wastewater treatment facilities. The inspections aim to investigate possible collusion among competitors to manipulate public tenders, which is a violation of Article 1 of Law 3959/2011 on 'Protection of Free Competition' and Article 101 of the Treaty on the Functioning of the European Union (TFEU).

It is important to note that these inspections do not imply that the businesses involved have engaged in anti-competitive behavior, nor do they pre-determine the outcome of the investigation. The ΕΑ emphasizes its role as the guardian of the proper functioning of the free market and is responsible for enforcing competition rules under Law 3959/2011 and Articles 101/102 TFEU.

The ΕΑ highlights that it will prioritize interventions where necessary and will examine any relevant cases brought to its attention through complaints, leniency applications, or anonymous tips via a secure digital environment. Strict administrative penalties will be imposed on businesses found to engage in anti-competitive practices under the provisions of Law 3959/2011 and Articles 101/102 TFEU.

The ΕΑ's leniency program offers significant advantages for businesses, associations, and individuals involved in cartel agreements, including total or partial immunity from administrative fines, elimination of criminal liability for responsible individuals, and exemption from exclusion from public tenders for three years following a decision.

For more information on the conditions and procedures for entering the ΕΑ's leniency program, visit their official website or contact them directly.
