The Greek Competition Commission has unanimously accepted settlement proposals from two companies, KOMBA and HAPPY DOG, resulting in reduced fines for violating competition laws related to resale price maintenance.

The case involves the import, production, and retail sale of pet food for dogs and cats. It was initiated following a whistleblower report submitted through the Commission's anonymous reporting platform.

In November 2024, the General Directorate of Competition conducted on-site inspections of companies operating in this market. Sufficient evidence was gathered to establish violations, leading the involved companies to request inclusion in the settlement process.

The two companies engaged in practices that fixed resale prices through vertical agreements with their network of retailers, monitoring retail prices on comparison platforms and pressuring retailers to adjust their prices accordingly. Such practices are considered serious restrictions on competition.

The fines imposed are €387,498 for KOMBA and €95,000 for HAPPY DOG. The full decision will be published in the Government Gazette and on the Competition Commission's website.
