Latvian Competition Authority Hosts Webinars on Competition Neutrality

The Latvian Competition Authority is inviting representatives from state, municipal, and their capital companies to participate in a series of educational webinars focused on competition neutrality and the relevant legal framework.


The Latvian Competition Authority (KP) is organizing a series of online webinars aimed at educating representatives from state, municipal, and their capital companies about competition neutrality and the provisions of Article 88 of the State Administration Structure Law. These webinars will take place on May 28 and 29, 2025, via the MS Teams platform.

The first webinar, scheduled for May 28 from 10:00 to 12:00, will cover 'Competition Neutrality in the Activities of Public Entities and Their Capital Companies.' Led by senior lawyers Artūrs Grīgs and Rūta Šīna from KP's Competition Promotion Department, participants will learn how to ensure equal market conditions and what actions may be deemed non-compliant with Article 14.1 of the Competition Law. The session will also address how public entities can conduct public procurements that align with competition neutrality requirements, fostering a fair procurement environment in Latvia.

The second webinar, taking place on May 29 from 10:00 to 11:30, will focus on 'Re-evaluating Public Entities' Participation in Capital Companies – Current Practices, Conclusions, and Recommendations.' Zane Leite, a senior lawyer from KP's Competition Promotion Department, will discuss the conditions under which public entities can engage in business activities, along with KP's current practices, findings, and recommendations based on evaluations received from 2020 to 2025. The session will also provide examples of KP's opinions regarding the application and justification of the conditions set out in Article 88 of the State Administration Structure Law across various sectors of public capital companies.

These webinars are free of charge, but prior registration is required to participate.
