Delfi.lt Owner Faces Competition Council Approval Requirement or Share Sale

The owner of delfi.lt, Ekspress Grupp, has been found to have violated competition law by acquiring Lrytas without notifying and obtaining permission from the Competition Council.

The Competition Council has determined that Ekspress Grupp, the owner of delfi.lt, violated competition law by acquiring Lrytas without notifying and obtaining permission from the Competition Council. The investigation was initiated following a notification by 15min and the suspicion that the transaction exceeded the revenue limits set by the Law on Competition. The Law on Competition requires companies to notify the Competition Council and obtain permission for a transaction if the combined total revenue of the companies involved exceeds EUR 20 million. Ekspress Grupp argued that it was not obligated to notify the Competition Council because the combined revenues did not exceed the threshold. However, the Competition Council considered the revenues obtained by Lrytas from foreign-registered clients as revenues generated in Lithuania. As a result, Ekspress Grupp was fined EUR 140,460 and is required to remedy the violation within 2 months.
