The French competition authority has ordered Orange to suspend its fibre broadband rollout in Mayotte following complaints of potential abuse of dominance and harm to local competitors.

The Autorité de la concurrence in France has imposed interim measures against Orange regarding its Fibre-to-the-Home (FttH) rollout in Mayotte. This decision follows complaints from Réunicable and its subsidiary Mayotte THD, as well as the département-region of Mayotte, concerning Orange's unilateral plans to deploy a fibre network in five municipalities despite Mayotte THD being granted a public service delegation to cover the entire territory.

The Autorité found that Orange's actions could constitute an abuse of a dominant position, potentially causing serious harm to the interests of the complainants and consumers. The rollout could significantly impact Mayotte THD's revenue, jeopardizing the financial stability of the public service delegation and public funding for the network.

As part of the interim measures, Orange is required to suspend its fibre rollout and any commercial activities related to the wholesale market in areas where the network has not yet been deployed. Additionally, Orange must provide regulatory authorities with an overview of its fibre rollout and ensure access to its infrastructure for the concession holder.

The situation is critical as it threatens to deprive consumers in less populated areas of Mayotte of access to essential ultra-high-speed broadband services, which are vital for various online services, including health and education.
