Lithuanian Parliament Passes Key Competition Law Amendments

The Lithuanian Parliament has approved significant amendments to the Law on Competition, enhancing the consultative role of the Competition Council and modifying the fine enforcement process for appealed decisions.

On May 15, 2025, the Seimas, Lithuania's Parliament, adopted amendments to the Law on Competition that aim to strengthen the consultative function of the Competition Council. This includes provisions for the Council to offer methodological assistance to businesses and public administration entities regarding competition supervision.

The amendments to Article 18 of the Law on Competition will allow the Competition Council to provide guidance and preventive actions to help businesses comply with competition law. This initiative is part of the Council's ongoing efforts to advocate for compliance and prepare materials that inform stakeholders about competition law requirements.

Additionally, the Seimas amended Article 33, which changes the enforcement of fines when a decision by the Competition Council is appealed. Under the new rules, if an infringer appeals, they will only need to pay half of the imposed fine and interest within three months, with the remaining half due after the court's decision. This change aims to ease the financial burden on businesses during litigation.

However, the Legal Department of the Office of the Seimas expressed concerns that these amendments may conflict with existing provisions of the Law on Competition and other legal frameworks. Despite these concerns, the Seimas Committee on Economics supported the amendments. If signed by President Gitanas Nausėda, the changes are set to take effect on January 1, 2026.
