The Comisión Nacional de los Mercados y la Competencia (CNMC) has released a report detailing recommendations to strengthen the efficiency and resilience of the Spanish electricity system, based on findings from an investigation into an incident that occurred on April 28, 2025.
The report emphasizes the need for continuous adaptation of technical, operational, and regulatory frameworks to accommodate a transforming electricity system characterized by high renewable energy penetration, operational complexity, and increasing voltage volatility.
Through specific requests and meetings with industry stakeholders, the CNMC has deepened its understanding of the current state of the electricity system and the necessary measures to address its challenges.
Key recommendations include implementing measures to mitigate sudden voltage changes, enhancing coordination among network managers, and improving visibility of their networks. The report also addresses the complexities associated with shared evacuation infrastructures among multiple producers, highlighting the need for clear responsibility delineation to ensure efficient system operation.
Furthermore, the CNMC advocates for harmonizing regulations at both European and national levels regarding voltage limits and the timing of overvoltages, ensuring adequate safety margins. It also suggests strengthening periodic inspection programs for protection systems and verifying the functionality of installations post-certification.
The report extends its recommendations to other sectors reliant on electricity supply, including gas and fuel sectors, as well as the railway sector. In telecommunications and audiovisual sectors, it urges the completion of regulatory projects on network security and resilience, alongside improved coordination with electricity planning.
This report serves a consultative purpose, in accordance with Article 5.2 of Law 3/2013, and does not preclude further actions resulting from the ongoing investigation into the incident.
