On March 11, the Luxembourg competition authority formalized a cooperation agreement with seven national authorities, marking a significant step towards effective implementation of the Digital Services Act (DSA). The signing ceremony was attended by Martine Hansen, the Minister of Consumer Protection, and Léon Gloden, the Minister of Internal Affairs.
This agreement follows a series of workshops held throughout 2024, focusing on cooperation under the DSA. It establishes a framework for collaboration and assistance among the Luxembourg competition authority, which acts as the coordinator for digital services, and other national authorities. The goal is to ensure a coherent and efficient application of the DSA.
The implementation of the DSA involves various stakeholders, each responsible for specific areas such as the protection of audiovisual service users, data protection and privacy, consumer protection in the digital economy, product safety and compliance for online sales, and combating cybercrime, terrorist content, and illegal online content.
Each of these aspects falls under the jurisdiction of different authorities, including the Independent Audiovisual Authority of Luxembourg (ALIA), the National Commission for Data Protection (CNPD), the Directorate for Consumer Protection (DPC), the High Commissioner for National Protection (HCPN), the Luxembourg Institute for Standardization, Accreditation, Safety, and Quality of Products and Services (ILNAS), the Ministry of Internal Affairs, and the Grand Ducal Police.
This cooperation agreement is expected to enhance the relationships between these authorities and simplify communication, ultimately benefiting users and online platforms. The DSA regulation (EU) 2022/2065 aims to combat the spread of illegal or harmful content on the internet.
