Dan Turnbull has worked as a Director of Markets at the Competition and Markets Authority (CMA) since 2019, most recently leading its housebuilding and road fuel market studies. Naomi Burgoyne has been a Director of Mergers at the CMA since 2020, leading a broad mix of merger investigations, including the recent investigation into the Viasat/Inmarsat deal.

As Senior Director of Markets, Dan will lead on deciding which sectors to prioritise, shape the scope and solutions for the CMA’s market studies, and oversee the team’s work on in-depth market investigations. As Senior Director of Mergers, Naomi will be a decision-maker on Phase 1 merger cases, as well as overseeing the team’s work across both Phase 1 and 2 investigations. 

Naomi will work alongside Sorcha O’Carroll, who is also a Senior Director in the mergers team, and report to Joel Bamford, who is set to rejoin the CMA in early 2024 as Executive Director for Mergers.

Naomi and Dan will officially take up their new posts at the beginning of January.

Prior to the CMA, Dan was Head of Regulatory Affairs at the City of London Corporation and worked at HM Treasury where he held a variety of posts. Naomi joined the CMA from Slaughter and May where she advised clients on a broad range of competition matters.

The Competition and Markets Authority (CMA) has announced the appointments of Dan Turnbull and Naomi Burgoyne as Senior Directors, effective January 2024. Dan Turnbull, who has been with the CMA since 2019, will lead the Markets team, focusing on prioritizing sectors for investigation and overseeing in-depth market studies. Naomi Burgoyne, a Director of Mergers since 2020, will take charge of Phase 1 merger cases and supervise both Phase 1 and 2 investigations.
