On January 28, 2024, the Consumer Rights Protection Centre (PTAC) of Latvia, along with other institutions, signed a memorandum to ensure the effective implementation of the Digital Services Act (DSA) in Latvia. This memorandum was a result of discussions held on November 28, 2024, where the involved parties explored optimal cooperation scenarios for the DSA's implementation.
The primary goal of the memorandum is to establish a clear cooperation framework between PTAC, the DSA coordinator in Latvia, and other involved authorities. This collaboration aims to enhance the oversight of the digital services environment, facilitate information exchange, and promote expert cooperation.
All state or judicial authorities responsible for monitoring and combating illegal content are invited to join the memorandum, provided they support its objectives and are willing to participate actively.
The Digital Services Act came into effect in the European Union on February 17, 2024, marking it as the first of its kind globally, aimed at making the online environment safer and more reliable for all users. Since June 21, 2024, PTAC has been entrusted with the role of DSA coordinator.
Kārlis Piģēns, a member of the Competition Council, noted that the new regulation would help reduce market fragmentation by creating a unified legal framework across the EU, simplifying operations for market participants, especially smaller ones who previously had to adapt to various national regulations. The Competition Council is responsible for overseeing the DSA's application in Latvia and aims to quickly identify potential violations or non-compliance by market participants.
The areas of cooperation outlined in the memorandum include the notification of administrative decisions, designation of contact persons for information exchange, establishment of expert meetings or working groups, and collaboration during emergencies.
Institutions that signed the cooperation memorandum include the Child Protection Centre, CERT.LV, the Institute of Mathematics and Computer Science at the University of Latvia, the Data State Inspectorate, the Lottery and Gambling Supervisory Inspection, the Competition Council, the Corruption Prevention and Combating Bureau, the Ministry of Culture, the Latvian Internet Association (Safer Internet Centre), the National Electronic Media Council, the Health Inspectorate, and the Consumer Rights Protection Centre.
