Spanish Authority Fines Carang for Failing to Protect Minors from Adult Content

The Spanish competition authority, CNMC, has imposed a fine on Carang Soluciones S.L. for not implementing adequate measures to prevent minors from accessing pornographic content.

The Comisión Nacional de los Mercados y la Competencia (CNMC) has sanctioned Carang Soluciones S.L. for failing to establish effective mechanisms to prevent minors from accessing pornographic content, as mandated by the Ley General de Comunicación Audiovisual (LGCA).

The CNMC found that the company's website offered adult audiovisual material without appropriate digital encoding systems or parental control measures, violating the obligations for minor protection outlined in the LGCA. This non-compliance persisted for nearly two years, from March 2023 to March 2025.

Despite CNMC's requests, Carang did not take sufficient corrective actions to address these deficiencies. The violation has been classified as a very serious infringement under Article 157.14 of the LGCA, resulting in a fine of €1,300.

This is not the first time the CNMC has penalized service providers in Spain for similar failures. Previous sanctions have been imposed on other companies for offering pornographic content without adequate measures to protect minors.

The CNMC emphasizes that protecting minors is a priority in audiovisual regulation, requiring service providers of pornographic content to implement appropriate technical measures to ensure a safer digital environment for children and adolescents. The authority will continue to monitor compliance with these obligations.
