AdC fines companies for cartel in hospital tenders for teleradiology services

The Portuguese Competition Authority (AdC) has fined five companies a total of €6,888,300 for participating in a cartel that manipulated public procurement tenders for teleradiology services to hospitals and hospital centers across Portugal.

The Portuguese Competition Authority (AdC) has fined five companies a total of €6,888,300 for engaging in a cartel related to public procurement for teleradiology services to hospitals and hospital centers across Portugal. The companies jointly defined which companies would submit the winning bids in public procurement procedures, agreed on future bidding prices, and excluded other companies from the tender. The AdC's investigation revealed that the cartel divided up the national market for teleradiology services and implemented strategies to increase prices, damaging the contracting hospitals and hospital centers. Two companies cooperated with the AdC and settled, while the remaining three companies were issued a Statement of Objections. The AdC imposed fines based on the companies' turnover and also prohibited the three sanctioned companies from participating in public procurement procedures for teleradiology services for one year.
