The Competition Bureau of Canada has initiated legal action against John Jesse Breslin and Phoebe Hui Ting Wong, alleging they operated a fraudulent online passport service. The charges were filed in the Ontario Court of Justice, accusing them of using misleading representations to suggest that their services were affiliated with the Government of Canada.
Operating under the names Passport Online and Passport Express, the duo allegedly misled consumers into believing they could quickly obtain or renew Canadian passports through their website. The Bureau claims that these deceptive practices occurred between 2016 and 2020.
Breslin, the owner, and Wong, a manager, face charges under the deceptive marketing provisions of the Competition Act, as well as criminal charges for fraud exceeding $5,000 and possession of proceeds of crime. The investigation was supported by the Toronto Police Service and involved information from the Canadian Anti-Fraud Centre and the Better Business Bureau.
It is important to note that the charges do not imply guilt, as no determination of wrongdoing has been made at this stage. The Competition Bureau emphasizes the significant impact of consumer deception and is committed to taking action against such practices.
