Lithuanian Competition Authority Closes Investigation into Public Procurement Practices

The Lithuanian Competition Council has ended its investigation into twelve companies suspected of colluding in public procurements for gas pipeline maintenance, finding no evidence of anti-competitive behavior.


The Lithuanian Competition Council has officially terminated its investigation into the actions of twelve companies regarding compliance with competition laws in public procurements organized by the Electricity Distribution Operator (ESO).

This investigation began in May 2024 after ESO reported potential collusion among the companies—Labas Gas, Geovizija, Vytrita, DS-1, Sandaila, Alduva, Šilda, Skominta, Skomintos statyba, Transmodo, Vilniaus inžinerija, and Žilinskis ir Co—in eight public procurements conducted between 2022 and 2023. The allegations included coordinated bidding, price fixing, and other actions that could restrict competition.

During the investigation, the Competition Council conducted inspections at the premises of some of the companies involved and gathered explanations from the companies and their representatives. However, after a thorough analysis of the information collected, the Council found no evidence to support the claims of an anti-competitive agreement.

As a result, the Competition Council has decided to terminate the investigation. The decision can be appealed to the Regional Administrative Court within one month from its notification or publication on the Council's website.
