Investigation Launched into PostNL by Dutch Competition Authority

The Netherlands Authority for Consumers and Markets (ACM) has officially launched an investigation into PostNL, the country's postal operator. This action comes in response to a ruling by the Dutch Trade and Industry Appeals Tribunal (CBb) regarding PostNL's acquisition of another postal operator, Sandd.
In recent weeks, ACM has engaged in discussions with various stakeholders about the implications of the CBb's ruling. These conversations have not led to a satisfactory resolution for other postal companies and end-users affected by the acquisition. Consequently, ACM has decided that an investigation is necessary to assess whether competition rules have been violated.
While the timeline for the investigation's completion remains uncertain, ACM has indicated that if it finds any violations, it will impose measures on PostNL to restore competition in the postal services market. During this period, ACM will refrain from commenting further on the case but remains open to discussions with PostNL and other stakeholders regarding potential remedial actions.
The investigation and discussions were prompted by a December 2025 ruling from the CBb, which upheld ACM's decision to deny a license for PostNL's acquisition of Sandd, concluding a lengthy legal battle.
