ACCC Approves Interim Authorisation for Payments Network Collaboration

The Australian Competition and Consumer Commission has granted interim authorisation to AusPayNet and AP+ to facilitate discussions on the future of account-to-account payment infrastructure in Australia.

On February 21, 2025, Australian Payments Network Limited (AusPayNet) and Australian Payments Plus Limited (AP+) submitted an application to the Australian Competition and Consumer Commission (ACCC). This application was made on behalf of themselves and members of the Bulk Electronic Clearing System (BECS) Framework and the New Payments Platform Scheme. The purpose of the application was to engage in discussions and share information among themselves and third parties, including the Reserve Bank of Australia and the Commonwealth Treasury, to develop a common industry vision for account-to-account payments infrastructure in Australia.

The ACCC has granted interim authorisation to AusPayNet and AP+, along with current and future members of the BECS and New Payments Platform, as well as other relevant businesses involved in the supply, acquisition, or use of account-to-account services in Australia. This interim authorisation allows the applicants to establish processes, gather necessary information, and commence planning for the Proposed Conduct.

However, it is important to note that the interim authorisation does not permit the parties to hold meetings or reach any common position regarding the Proposed Conduct. This limitation ensures that the discussions remain exploratory and do not lead to any anti-competitive agreements at this stage.
