CNMC Reviews Correos' Postal Pricing for 2026 Services
The Spanish competition authority, CNMC, is analyzing the proposed prices by Correos for postal services in 2026 to ensure compliance with legal standards.

The Comisión Nacional de la Competencia y los Mercados (CNMC) is currently reviewing the pricing structure proposed by Correos for its postal services that are mandated under public service obligations for the year 2026.
As the designated operator for universal postal service, Correos must ensure that its prices are affordable, transparent, and non-discriminatory, and that they reflect the actual costs of providing the service, in accordance with the Postal Law.
To enhance the supervision of pricing for large clients, including businesses and administrations, the CNMC will incorporate a new cost standard known as Long-Run Incremental Costs (LRIC). This standard will take into account demand evolution and will be used alongside fully distributed historical costs.
The recent Order PJC/1030/2025, issued on September 12, mandates that Correos provide the CNMC with LRIC data for regulatory oversight. This cost construction will be subject to prior verification by the CNMC.
For individual customers, Correos' non-discounted prices are reported to comply with the legal requirements.
The universal postal service includes domestic and cross-border mail, ordinary and certified letters, postcards weighing up to 2 kg, and postal packages weighing up to 20 kg. Correos receives compensation for the financial burden of fulfilling its service obligations.
