The services provided by Ouigo are considered to primarily attract non-recurring travelers, while the CNMC recommends limiting public services to multi-trip passes for frequent travelers to ensure competitiveness. The CNMC's analysis focused on the substitutability of Ouigo services with existing Avant services, with only a minimal impact on the overall revenue of the public service contract.
