The Latvian competition authority, known as the Competition Council, has received a merger notification from SIA 'Vizii Urban' regarding its intention to acquire SIA 'Tranzīts L'. This merger is significant as both companies operate in the urban maintenance services sector, which includes street and road maintenance, as well as the upkeep of green spaces and parks.
SIA 'Vizii Urban' is part of AS 'CleanR Grupa', a leading player in Latvia's environmental services sector. The group provides a wide range of services, including waste management, property maintenance, infrastructure development, and urban cleaning services across various cities in Latvia.
On the other hand, SIA 'Tranzīts L' specializes in environmental maintenance services specifically in the Liepāja city and South Kurzeme region, focusing on the maintenance of streets, roads, bike paths, and green areas.
The overlap in the operational areas of both companies raises concerns about potential impacts on competition in the urban maintenance services market. The Competition Council is required to make a decision on the merger within one month of receiving the notification, although this period can be extended to four months if a more in-depth investigation is necessary.
Market participants and other interested parties are encouraged to provide their opinions on the potential competitive effects of the merger by April 1, 2025, by contacting the Competition Council's senior expert or economist.
