CMA Imposes £473k Fine on Euro Car Parks for Non-Compliance

The UK Competition and Markets Authority has fined Euro Car Parks £473,000 for failing to respond to a legal information notice, marking the first use of its new fining powers.

The UK Competition and Markets Authority (CMA) has issued a £473,000 fine to Euro Car Parks for not complying with a legal information notice. This penalty is significant as it is the first time the CMA has utilized its new fining powers under the Digital Markets, Competition and Consumers Act 2024.

In July 2025, the CMA sent an information notice to Euro Car Parks, which is a formal demand for information necessary for assessing potential legal infringements. Despite multiple attempts to secure a response, including registered post and emails, Euro Car Parks failed to respond for three months. The company later claimed that they had blocked the CMA's emails, mistaking them for fraudulent communications, but the CMA deemed this excuse unreasonable.

After notifying Euro Car Parks of the impending fine, the company began to provide the requested information. However, the CMA had already incurred additional time and resources due to the delay. The fine imposed represents 75% of the maximum penalty allowed for such non-compliance, which can be up to 1% of a company's annual turnover.

Currently, the CMA does not have an open consumer enforcement case against Euro Car Parks, and no assumptions should be made regarding any infringement of consumer protection laws. The CMA is now analyzing the information obtained to determine if further action is warranted.

Hayley Fletcher, Senior Director of Consumer Enforcement at the CMA, emphasized the importance of compliance with information notices, stating that they are essential for the authority's evidence-based approach to law enforcement. This action is part of a broader consumer protection initiative by the CMA, which has recently opened several investigations into online pricing and advertising practices.
