Latvian Competition Authority Receives Merger Notification from Petrol Property and VIADA Baltija
The Latvian competition authority has received a merger notification regarding the acquisition of decisive influence over a fuel station by Petrol Property and the leasing rights by VIADA Baltija.

On August 13, 2026, the Latvian Competition Authority (KP) received a merger notification from SIA “Petrol Property” and AS “VIADA Baltija” concerning the acquisition of decisive influence over the assets of SIA “Elama B”, specifically a fuel station located at “Priežkalni 2”, Jumpravas pagastā, Ogres novadā. Additionally, VIADA Baltija is seeking leasing rights over the same fuel station.
AS “VIADA Baltija” is engaged in retail fuel sales and operates 102 fuel stations across Latvia, offering not only fuel but also snacks, hot beverages, and essential goods. SIA “Petrol Property” is a Latvian company primarily focused on leasing and managing real estate and other assets.
SIA “Elama B” also operates a fuel station at the same location, providing similar services and was previously a franchisee of “Circle K Latvia”. The merger is expected to impact competition in the retail markets for gasoline, diesel, and autogas in both B2C and B2B segments, particularly along the A6 highway and within a 26 km radius of the Elama B fuel station.
The KP is required to make a decision on the merger within one month of receiving the notification. If further investigation is needed, this period may be extended up to three months. Market participants and interested parties are invited to provide their opinions on the merger's impact on competition by August 31, 2026.
