The Netherlands Authority for Consumers and Markets (ACM) is calling on businesses to prepare for upcoming regulations that will enhance the accessibility of websites and apps. These rules are designed to ensure that individuals with disabilities can independently access digital products and services.
Starting June 28, 2025, ACM will enforce compliance with new European rules concerning the accessibility of e-commerce and electronic communication services. This includes websites and apps where consumers can purchase or reserve products and services, as well as platforms that facilitate digital communication.
A recent study commissioned by ACM indicates that many businesses recognize the importance of making their online stores accessible and are willing to make necessary adjustments. However, they also face challenges in implementing these changes. To assist businesses, ACM is providing guidelines and information to help them align their digital platforms with the principles of accessibility.
Martijn Ridderbos, a member of ACM's board, emphasized the significance of these changes, noting that over 2.5 million people with disabilities reside in the Netherlands. He stated that ensuring online accessibility is crucial for enabling everyone to participate in the digital economy and that businesses risk losing a substantial customer base if they fail to comply.
ACM is currently conducting a study to assess businesses' awareness and readiness for the new accessibility rules. The European Accessibility Act (EAA) mandates that these rules apply to businesses with more than 10 employees or an annual turnover exceeding 2 million euros. Other regulatory bodies will also begin enforcing these rules on the same date.
To prepare for compliance, businesses should familiarize themselves with the EAA requirements, develop a plan for implementation, and assign responsibilities for accessibility within their organizations. While this may require effort, it also presents opportunities to reach a broader customer base and improve overall user experience.
Once the rules take effect, ACM will monitor the digital accessibility of online stores and apps, focusing initially on critical issues that significantly hinder usability for individuals with disabilities. Consumers will also have the option to report inaccessible websites or apps through ACM's consumer information portal, enabling the authority to identify and address potential problems.
