In 2025, the Netherlands Authority for Consumers and Markets (ACM) will prioritize addressing grid congestion, overseeing energy suppliers, and ensuring fair cost distribution for grid upgrades. This initiative is part of ACM's broader strategy for the energy sector, aimed at facilitating the energy transition while protecting consumers.
ACM recognizes that grid congestion is a significant barrier to the energy transition. In 2024, it implemented measures to increase the existing grid's capacity, and in 2025, it will monitor these measures' effectiveness. ACM plans to enforce compliance among system operators and grid users to optimize the use of available capacity. Collaborating with the Ministry of Climate Policy and Green Growth, ACM will explore ways to responsibly enhance grid load capacity and establish a feed-in tariff for large producers to promote efficient grid use.
Consumer protection is another key focus for ACM. The authority will rigorously oversee energy suppliers to combat misleading practices and unreasonable pricing. It will investigate consumer complaints regarding unclear billing and recruitment tactics, ensuring suppliers adhere to regulations. ACM will also monitor the financial stability of licensed suppliers and provide insights into price trends through its monthly consumer energy market report.
As transport tariffs for households and businesses are expected to rise due to necessary grid investments, ACM will work on a new regulatory method to ensure fair cost distribution among grid users. This method aims to provide system operators with upfront cost compensation certainty, facilitating better investment planning. Additionally, ACM will develop new tariff structures to enhance grid efficiency and participate in harmonizing grid tariffs across Europe to maintain competitive fairness.
