The Spanish competition authority, CNMC, has initiated an investigation into 12 companies and four executives for alleged bid manipulation in the civil works market in Cantabria.

The Comisión Nacional de los Mercados y la Competencia (CNMC) has opened a sanctioning file against 12 companies and four executives due to suspected bid rigging in the civil works sector in Cantabria. The investigation focuses on allegations that these companies colluded to manipulate public and private contracts.

According to the CNMC, the companies involved allegedly shared sensitive commercial information and submitted fictitious bids to coordinate their participation in various tenders. This behavior is considered a violation of Article 1 of the Spanish Competition Defense Law.

The CNMC's investigation was prompted by an analysis of multiple tenders issued by various public bodies in Cantabria, including the regional government and local municipalities. Inspections were conducted at the offices of several companies involved between March 25 and 27, 2025.

As part of its efforts to combat cartels, the CNMC emphasizes the seriousness of such practices, which can significantly harm consumers and disrupt market functioning. The authority has a leniency program that allows companies to avoid fines if they provide evidence that aids in the detection of cartels.

The initiation of this sanctioning file does not prejudge the outcome of the investigation, which has a maximum resolution period of 24 months.
