The New Zealand Commerce Commission has received an application for a proposed joint venture between 2degrees and One NZ, aimed at jointly owning and operating Radio Access Network (RAN) assets.
Both companies currently operate their own mobile networks, providing mobile and broadband services to customers across New Zealand. The joint venture would allow them to share RAN assets, which are essential for their network operations.
The Commission has published a statement of preliminary issues, highlighting key competition concerns that will influence their decision on granting clearance for the joint venture. Interested parties are invited to submit comments on the potential competitive effects of this collaboration.
Submissions must be sent by email by 15 October 2026, and the Commission plans to make a decision by 23 November 2026, although this date may change if further information is needed.
RAN assets include essential equipment like antennae and cables, which are crucial for connecting end-users to mobile services. The Commission will only approve the merger if it believes it will not substantially lessen competition in the market.
