ACM Mandates Private Networks to Assist Public Grid
The Netherlands ACM is expanding requirements for private networks to aid in alleviating strain on the public grid during peak times, enabling more sustainable projects to connect.

The Netherlands Authority for Consumers and Markets (ACM) is mandating private networks, known as Closed Distribution Systems (CDSs), to participate in congestion management alongside users directly connected to public grids. This requirement involves producers or buyers of electricity temporarily reducing injection or consumption during peak periods to free up grid capacity. The amendment aims to address congestion issues, particularly in Flevoland, by leveraging the flexibility of businesses connected to private networks. System operators will now have the authority to compel CDS owners, such as wind and solar farms, to offer flexibility, ultimately aiding in reducing strain on the public grid. The responsibility now lies with system operators to ensure compliance with this new requirement.
