French Competition Authority Reviews Veterinary Medicine Pricing and Care Costs

On June 18, 2024, the French Minister of the Economy requested the Autorité de la concurrence to provide an opinion on the pricing conditions for veterinary medicines and the rising costs of veterinary care in France. The authority observed significant changes in the veterinary profession, particularly the emergence of corporate veterinary clinics, which have led to increased costs and potential market concentration issues.
The Autorité noted that while corporate networks may offer benefits such as lower prices through shared resources, they also pose risks of excessive concentration that could harm competition. The authority plans to monitor these developments closely and may review certain acquisitions that raise competition concerns.
In its analysis, the Autorité found that central negotiation bodies are increasingly influencing the veterinary medicine market, with a majority of veterinarians utilizing their services. While some manufacturers have raised concerns about the negotiation practices of these bodies, the Autorité concluded that there is currently no evidence of anticompetitive behavior.
Furthermore, the Autorité examined the ethical rules governing veterinarians and recommended the removal of several provisions that could restrict competition. It suggested that veterinarians should display their pricing online and disclose their membership in corporate networks to enhance transparency for consumers.
