On June 17, 2026, the European Commission released a working document (SWD(2026) 333 final) that elaborates on Commission Decision (EU) 2025/2630 regarding the application of Article 106(2) of the Treaty on the Functioning of the European Union on state aid in the form of compensation for services of general economic interest provided by certain enterprises.

This working document is not a legally binding act of the European Union but serves as a methodological guide to explain the rationale behind Decision (EU) 2025/2630, its legal basis, analytical underpinnings, stakeholder consultation processes, and the changes included in this decision.

Particularly, the document focuses on the revision of state aid rules concerning services of general economic interest related to affordable housing support. It also outlines changes regarding social housing, transportation, critical medicines, and the simplification and clarification of certain horizontal rules for providing compensation for these services.
