Spanish Competition Authority Reports on Audiovisual Investment Compliance
The Spanish competition authority, CNMC, has released its annual report indicating that audiovisual service providers invested over 544 million euros in European audiovisual production in 2023, with series accounting for 71.3% of this investment.

The Comisión Nacional de los Mercados y la Competencia (CNMC) has published its annual report on the compliance of audiovisual service providers with the obligation to finance European audiovisual works in 2023. This obligation requires providers to allocate at least 5% of their revenues to such productions, a figure that rises to 6% for public service providers.
In 2023, a total of 11 audiovisual service providers were monitored, including major international players like Netflix, Amazon, Disney, and HBO-Max, following the implementation of the new General Audiovisual Communication Law. The total revenue reported by these providers reached approximately 2.96 billion euros, with the majority coming from advertising and subscription fees.
Out of the total investment of 544.06 million euros in European audiovisual production, series made up 71.3%. Specifically, 69.83% of the investment was directed towards series in official languages in Spain, while 21.82% was allocated to films in these languages, and 4.06% to European television movies.
The report indicates a high level of compliance with the funding obligation, although partial non-compliance was noted in three cases related to funding in certain co-official languages. These instances did not lead to any sanctioning procedures as they remained within the thresholds set by the regulations.
Overall, the CNMC's oversight aims to ensure that audiovisual service providers contribute to the production of European works, thereby supporting cultural diversity and local content creation.
