The Greek Competition Authority has issued an opinion concerning private (urban) on-demand transport services conducted by private passenger vehicles (E.I.X.). This opinion is based on the authority's initiative and aims to address issues related to proposed legislation by the Ministry of Infrastructure and Transport titled 'Modernization and Upgrade of Transport.'
The opinion highlights the need for regulatory reforms to eliminate restrictive conditions that hinder competition in the private transport sector. Key recommendations include abolishing the restrictive listing of entities allowed to provide full rental services with professional drivers, removing minimum contract duration requirements, and eliminating the prohibition on entering new contracts before the previous one ends.
Furthermore, the authority suggests the removal of minimum rental fees and the requirement for vehicles to return to a specific base after service. It emphasizes that the private transport ecosystem, which includes both taxis and private vehicles with professional drivers, operates interdependently and that changes in regulations for one service directly impact the other.
The authority warns that relaxing regulations for private vehicles without a corresponding review of taxi regulations could lead to significant regulatory asymmetry, affecting the competitive balance and economic viability of the entire passenger transport service ecosystem.
