Hungarian Competition Authority Strengthens Fight Against Procurement Cartels

The Hungarian Competition Authority (GVH) recently held a conference focusing on the relationship between public procurement and competition law, highlighting its active role in combating procurement cartels.


On March 27, 2025, the Hungarian Competition Authority (GVH) organized a professional conference under the auspices of the Hungarian Compliance Academy. The event centered on the latest developments regarding the intersection of public procurement and competition law. Key speakers included Csaba Latorcai, Deputy Minister of the Ministry of Public Administration and Territorial Development, GVH President Csaba Balázs Rigó, and László Kovács, President of the Public Procurement Authority.

President Rigó emphasized the GVH's commitment to tackling cartel agreements, particularly in the realm of public procurement. He noted that in 2024, the GVH examined around 1,000 tenders related to public funds, highlighting the importance of maintaining transparency and fairness in procurement procedures.

The Hungarian Compliance Academy was launched in early 2024 to promote corporate compliance, enhance market competition, and improve economic performance. The conference series has addressed various topics, including the relationship between fair competition and economic growth, cartel prevention, and consumer protection.

During the conference, Deputy Minister Latorcai discussed the paradigm shift in public procurement and competition law following the 2010 government change, which led to significant legislative changes aimed at improving the procurement system's efficiency and transparency. He stressed the importance of collaboration among various authorities and organizations to ensure fair economic competition.

Kovács, from the Public Procurement Authority, highlighted the necessity of a resilient regulatory environment to ensure genuine competition and the importance of monitoring systems to filter out anti-competitive procurement procedures. He reported a significant increase in legal remedy initiatives in 2024, nearly doubling from the previous year.

The next event of the Hungarian Compliance Academy is scheduled for late May 2025, focusing on green compliance and related claims.
