A preliminary study by the Netherlands Authority for Consumers and Markets (ACM) has found that households with solar panels result in higher costs for energy suppliers, leading to a follow-up study being launched by ACM.

The preliminary study conducted by ACM highlighted that households with solar panels incur extra costs for energy suppliers due to factors such as higher purchasing costs, imbalance costs, and costs related to the net metering scheme. ACM is now conducting a follow-up study on major suppliers like Budget Energie, Eneco, Engie, and Vattenfall to delve deeper into the actual costs and how these are factored into tariffs. The study aims to understand the varying ways in which suppliers differentiate between customers with and without solar panels, leading to a more diverse range of contracts but making it challenging for customers to compare. Additionally, the Monitor on the consumer energy market warned against high tariffs set by Hollandse Energie Maatschappij (HEM) for energy contracts offered through telemarketing calls.
