Poland Leads Support for Competition Authorities in Moldova and Ukraine

Poland is spearheading initiatives to assist competition authorities in Ukraine and Moldova as they work towards EU membership, with workshops focusing on market research and new technologies.

In 2023, under the initiative of UOKiK President Tomasz Chróstny, a series of workshops are being held to support the competition authorities of Ukraine and Moldova. These workshops, taking place from November 28 to December 1, involve representatives from 16 European competition authorities, the U.S. Federal Trade Commission, and the OECD, discussing practical analyses of competition law enforcement, including market research and digital market investigations.

The workshops are part of a regional cooperation agreement signed in April 2023, which includes UOKiK and competition authorities from several Central and Eastern European countries, as well as Ukraine and Moldova. The initiative aims to promote and strengthen regional cooperation in enforcing competition policy and law, sharing experiences and best practices to aid Moldova's Competition Council and Ukraine's Antimonopoly Committee as they reform their competition laws in preparation for EU membership.

This year, three workshops have been conducted, engaging around 180 participants from 10 competition authorities. Additionally, expert internships have been organized, allowing representatives from Ukraine's Antimonopoly Committee to learn about market research practices in Poland. Future meetings are planned, including a session in Moldova to analyze legislation in line with EU standards.

Looking ahead to 2024, the regional cooperation initiative will expand to include Austria's Federal Competition Authority, broadening the scope of topics for mutual consultation and experience exchange. The rotating presidency of the initiative will pass to Romania in 2024, which plans to continue multilateral efforts focusing on merger control.
