On October 28, 2026, the Belgian Competition Authority (BCA) announced its approval of the joint venture Partena Public, created by Civadis SA, Centrum voor Informatica NV (CEVI), and Partena Business Solutions SA. This decision follows the notification of the concentration on October 20, 2026, and the request for a simplified procedure.

Civadis and CEVI are subsidiaries of Network Research Belgium (NRB) and specialize in IT solutions for local public authorities in Wallonia, Brussels, and Flanders. Partena Business Solutions operates throughout Belgium in the human resources consultancy sector, with some subsidiaries functioning as accredited social secretariats.

The joint venture, Partena Public, will focus on delivering human resources services, particularly payroll and salary administration, to various public sector employers, including administrations and municipalities. The BCA determined that the conditions for applying the simplified procedure were met and that the concentration raised no objections.
