CNMC Implements Temporary Changes to Enhance Electrical System Stability

The Spanish competition authority, CNMC, has announced temporary modifications to several operational procedures of the electrical system, requested by Red Eléctrica de España (REE), to enhance supply security and reduce voltage fluctuations. These changes were initially implemented on October 20, 2025, and have been extended until January 19, 2026.
According to REE's reports, the measures have successfully reduced abrupt voltage variations recorded in September 2025, without increasing costs for consumers or negatively impacting the wholesale market's functionality. As a result, REE has requested the continuation of these measures, with some adjustments based on practical experience and discussions with affected parties.
Key adjustments include reorganizing the publication timelines of programs following the daily market to better align technical restriction processes with other markets, and revising the deviation calculations for providers enabled in the secondary regulation service. The operational procedures will be reviewed within a year based on ongoing analyses.
Additionally, REE is tasked with developing and monitoring an action plan in active and transparent coordination with market participants. This plan aims to improve understanding of relevant parameters affecting system operation, considering recent adaptations in the system and electricity market, such as the growth of distributed generation and European balancing platforms.
The CNMC will continue to monitor the impact of these measures on the market, ensuring a stable regulatory framework based on information obtained from the system operator at specified intervals.
