Estonian Competition Authority Investigates Elektrilevi's Operations

The Estonian competition authority has launched an investigation into Elektrilevi OÜ to assess the proper use of network tariffs and the company's operational continuity.

The Estonian competition authority, known as Konkurentsiamet, has initiated a supervisory procedure regarding the activities of Elektrilevi OÜ. The investigation aims to determine whether Elektrilevi has appropriately utilized the network tariff funds for maintenance and repair purposes, such as line cleaning, and whether the company's operational continuity is ensured.

Külli Haab, the head of the regulatory service at Konkurentsiamet, emphasized the need for Elektrilevi to operate efficiently due to its monopolistic position in the market, which leaves consumers without the option to choose an alternative network service provider.

Additionally, the authority will evaluate whether Elektrilevi has improved its processes for preventing and addressing power outages compared to the directives issued on December 21, 2023, especially in light of widespread power outages experienced nationwide since January 11, 2025. The investigation will also check if the company has adhered to the principle of equal treatment in its network fee collection and processing of network connection applications.

Konkurentsiamet is responsible for overseeing competition in various sectors, including electricity, natural gas, district heating, postal services, water supply and sewage, railways, aviation, and ports. The authority also combats unfair trading practices in the agricultural and food supply chain and operates under the jurisdiction of the Ministry of Justice and Digital Affairs.
