Spanish Competition Authority Releases Media Literacy Report with 580 Measures

The Spanish competition authority, CNMC, has published its triennial report on media literacy, outlining 580 measures aimed at combating misinformation and promoting responsible media use.

The Comisión Nacional de los Mercados y la Competencia (CNMC) has approved its triennial report on media literacy in Spain for the period 2023-2025. This comprehensive document includes 580 measures designed to enhance critical thinking against misinformation and to encourage safe and responsible media usage.

In a significant expansion of data collection, the CNMC engaged with associations, influencers, and video-sharing platforms. Influencers and Users of Special Relevance (UER) contributed 81 measures focused on training for content verification, responsible social media use, and outreach campaigns aimed at young audiences.

Key actions outlined in the report include legislative measures that integrate media literacy competencies into educational curricula from early childhood through to high school. Additionally, new regional plans have been initiated to bridge the media literacy gap, supported by over 300 million euros in public investment for media literacy programs and training.

Various stakeholders, including public administrations, non-profit organizations, and regulators, have launched more than 160 initiatives aimed at developing media literacy skills. The audiovisual and digital sectors have also committed to over 200 measures, including educational spaces and campaigns against misinformation, with local and regional providers contributing more than 60 initiatives directed at the public.

Despite these efforts, many participants reported challenges in measuring the impact of their initiatives. In response, the CNMC initiated a public consultation in 2025 to develop an evaluation methodology, which is currently under review.

The overarching goal of media literacy is to empower citizens to critically analyze information, distinguish between facts and opinions, recognize false news, identify misinformation processes, and create safe content.
