CNMC Proposes Reforms for Used Oil Management Systems
The Spanish competition authority, CNMC, recommends regulatory changes to enhance competition among used oil management systems and streamline processes for industrial waste.

The Comisión Nacional de los Mercados y la Competencia (CNMC) has issued two reports on regulatory projects requested by the Ministry for Ecological Transition and Demographic Challenge. These projects focus on the management of industrial oils and the treatment of slag produced in steel foundries, aligning with the recent updates to waste management regulations under the Circular Economy Law.
The first project, a draft Royal Decree (PRD) on used industrial oils, aims to replace the existing 2006 regulation. It emphasizes the Extended Producer Responsibility (EPR) principle, which mandates oil manufacturers to manage and finance waste disposal either directly or through Collective Systems of Extended Producer Responsibility (SCRAPs). The CNMC's recommendations include facilitating coexistence among different SCRAPs, ensuring transparent selection of waste managers, and simplifying the process for producers to switch SCRAPs.
The second project, a draft Ministerial Order (POM) regarding slag from steel foundries, sets criteria for these materials to be reused as construction aggregates once treated. While the CNMC supports recycling initiatives, it has identified regulatory barriers and suggests reducing administrative costs by streamlining procedures and interpreting market demand requirements flexibly.
