The authority aims to analyze the competitive functioning of this sector and issue an opinion based on its findings.

To prepare its opinion, the Autorité conducted a public consultation and surveyed various stakeholders, including content creators and representatives from major platforms like YouTube, TikTok, and Instagram. The investigation focuses on competition among content creators, the impact of generative AI, and the relationships between creators and platforms.

The authority highlights the substantial market power held by a few key platforms, which creates a significant imbalance in bargaining power between content creators and these platforms. Many creators feel structurally dependent on platforms, which unilaterally set terms for revenue sharing and content visibility, often to the detriment of the creators.

The Autorité has made several recommendations to improve transparency and fairness in the relationships between platforms and content creators. These include ensuring fair revenue-sharing terms, increasing transparency in recommendation algorithms, and providing creators with better access to platform representatives.
