Greek Competition Authority Proposes Regulatory Measures for Oil Sector

The Greek competition authority has initiated a regulatory intervention in the oil sector to assess competition conditions in refining, trading, and retail distribution of petroleum products. A public consultation is now open for proposed measures aimed at enhancing competition.

The Greek competition authority has launched a regulatory intervention process in the oil sector under Law 3959/2011, focusing on the effectiveness of competition in the production and distribution stages of petroleum products, including unleaded gasoline, diesel, and heating oil.

This intervention aims to identify market conditions that may hinder competitive processes, which cannot be resolved through existing legal provisions. The authority is required to publish its views on the lack of competition in the sector and engage in public consultation.

The initial report was published in August 2024, analyzing the competitive structure at each stage of the supply chain, the regulatory framework, price trends, and the phenomenon of asymmetric price transmission. Following public consultation, a supplementary technical appendix was released to clarify the econometric model used.

The second report, which includes proposed measures, is now available for public consultation until September 26, 2025. Stakeholders are encouraged to submit their comments electronically.

Proposed measures include the establishment of a Central Stockpiling Agency to facilitate imports, mapping and oversight of storage facilities, abolishing exclusivity clauses in storage contracts, reducing transparency in refining to mitigate collusion risks, and increasing transparency in retail pricing through digital applications.
