The Greek competition authority has unanimously approved the acquisition of exclusive control by PIL Europe Holdings Limited over two educational companies, ensuring no significant competition concerns arise.


On May 5, 2025, the Greek competition authority held a meeting where it unanimously approved the acquisition of exclusive control by PIL Europe Holdings Limited over two companies: the Greek-German School Panagea and Epinoia, a publisher of electronic applications and educational programs.

This acquisition primarily impacts the markets for private school education services and preschool education and care. Additionally, it touches on secondary markets such as other educational programs, venue rentals for educational institutions, organization of entertainment events, and online retail of educational books. The geographical scope for the primary markets is the Attica region, while the secondary markets cover the entire Greek territory.

The authority found no affected markets at either horizontal or vertical levels, as the criteria for significant market share were not met in any of the relevant markets. Specifically, there were not at least two participating companies with a combined market share of 15% in horizontal markets, nor was there at least one participating company with a market share of 25% in vertical markets.

Consequently, the competition authority concluded that the acquisition does not raise serious doubts regarding its compatibility with competition requirements in the relevant markets, thus granting approval under Article 8(3) of Law 3959/2011.
