The Norwegian competition authority, Konkurransetilsynet, has been monitoring competition in the broadband market and recently indicated that it might impose a reporting obligation on Telenor's acquisition of the competitor Bahnhof. However, Telenor has since altered the acquisition agreement to exclude Bahnhof's Norwegian operations.
Telenor entered into an agreement to purchase the Swedish broadband company Bahnhof on July 8, 2026. Initially, the acquisition included Bahnhof's Norwegian operations. Although the transaction was not mandatory for reporting under competition law, Konkurransetilsynet notified Telenor on September 8 that a reporting obligation could be necessary to further investigate the acquisition.
In Norway, Bahnhof provides broadband services to private customers through leased access to Telenor's infrastructure. The competition authority emphasized the importance of effective competition in the broadband market for Norwegian consumers. Despite Bahnhof being a relatively small player in Norway, Konkurransetilsynet wanted to assess whether Telenor's acquisition could negatively impact Norwegian customers.
Following the authority's warning about the potential reporting obligation, the parties modified the transaction. Bahnhof's Norwegian operations are now separated from the agreement with Telenor and will instead be sold to one of Bahnhof's former owners, K.N. Telecom. This change means that the authority will not proceed with imposing a reporting obligation.
