New Tariff Regulation Agreement for Natural Gas in the Netherlands

The Dutch competition authority, ACM, has successfully facilitated an agreement among system operators and trade associations regarding the regulatory method for determining tariffs for natural gas from 2027 to 2031. This agreement aims to provide stability and clarity, allowing system operators to focus on addressing grid congestion and accelerating the energy transition.
Manon Leijten, a member of ACM's board, emphasized that this agreement helps avoid lengthy legal disputes, enabling system operators to concentrate on their core challenges. The collaborative effort marks a significant step towards affordability and supports the energy transition.
The new regulatory method will enhance the ability of system operators to adapt to current challenges and developments. The involved parties have committed to preparing the natural gas networks for the energy transition without filing appeals against the method decision.
ACM had previously published a draft decision in September 2025 and engaged in discussions with 14 parties to finalize the agreement. Key changes include earlier involvement of user organizations in investment planning, spreading out transmission tariff calculations to avoid peaks, and regular updates on investment agendas to ensure efficient spending of network costs.
In early 2026, ACM will issue a definitive decision based on these arrangements, setting the stage for the new tariff method for the upcoming regulatory period.
